What makes a good spy? Jagdish Sondhi (Rahul Bose), head of the Soviet Desk at the intelligence agency Bureau, believes it’s all about sharp vision, keen hearing, and a fit physique. Yet, the suspicion falls on Ashok Kumar (Ishwak Singh), a scrawny, deaf-mute man accused of being a German spy entangled in a murder and assassination plot linked to Russian President Boris Yeltsin’s 1993 visit to India. Pushkin Verma (Aparshakti Khurana), a teacher at a school for the deaf and mute, is tasked with interrogating Ashok.. As Pushkin investigates, he uncovers a murky world of espionage, bureaucracy, and political intrigue, leading him to question his own notions of nationalism.
